Access to Motor Vehicle Register Information - Privacy notice
Blackbird Finance Limited (BFL), as a Registered Financial Service Provider, has been granted authorised access to the Motor Vehicle Register (MVR) under section 241 of the Land Transport Act 1998.
This access, approved by Waka Kotahi – NZ Transport Agency and published in the New Zealand Gazette (Notice No. 2022-au4072), allows BFL to obtain the names and addresses of individuals currently registered to motor vehicles, provided those individuals have not opted out of such disclosures.
Purpose of Access
This access is essential for BFL to operate effectively as a motor vehicle financier and to meet its obligations under the Anti-Money Laundering and Countering Financing of Terrorism Act 2009.
Specifically, BFL may use this information to:
- Verify vehicle registration/ownership when assessing finance applications, ensuring the applicant is the registered party or identifying the correct party for loan establishment.
- Confirm registration/ownership where BFL holds a security interest (e.g., via the Personal Property Securities Register) to ensure the registered person matches the financed party.
- Monitor vehicle status, including whether it has been sold or is in the process of being disposed of.
Without this access, BFL would be unable to provide financing for New Zealand-registered vehicles in a compliant and secure manner.
